Benjamin Holwerda is an associate attorney in Miller Canfield's Energy, Environmental and Regulatory Group who specializes in resolving disputes in energy and environmental law. Through his practice, he is deeply familiar with the regulations of the Michigan Public Service Commission, the federal and Michigan Administrative Procedures Act, and the laws governing:

  • utility ratemaking and cost recovery;
  • electric generation and transmission;
  • oil and natural gas extraction, storage, and transportation;
  • renewable energy development;
  • telecommunications; and
  • environmental compliance and permitting.

Prior to joining Miller Canfield, Benjamin served as an Assistant Attorney General at the Michigan Department of Attorney General, where he represented and advised the Michigan Public Service Commission and its technical staff. He appeared often in administrative proceedings regarding the enforcement of state and federal energy and environmental regulations and laws, and he has handled many cases in state court, federal court, the Federal Energy Regulatory Commission, and the Federal Communications Commission—all with successful results.

His prior experience also includes serving as a judicial law clerk for the Hon. Scott P. Hill-Kennedy and the Hon. Kimberly L. Booher of the 49th Circuit Court of Michigan, as well as a judicial extern for the Hon. Raymond A. Jackson of the U.S. District Court for the Eastern District of Virginia.
