Kathleen Thomas

Kathleen Thomas is a municipal disclosure administrator who assists Miller Canfield's Public Finance Group. In her role, Kathy collaborates with our Illinois bond lawyers when they serve as underwriter's or disclosure counsel on various bond issues for cities, villages, parks, schools, and counties. Her expertise spans a variety of finance transactions, including general obligation bonds, alternate revenue bonds, water and sewer revenue bonds, TIF bonds, special service area bonds, and debt certificates. With many years of experience working with communities across Illinois, Kathy has established and maintained strong relationships with local government organizations throughout the state.

Before joining our firm, Kathy had a distinguished career advising clients on bond issues and other special projects. She served as a financial advisor and investment banker exclusively to local governments in Illinois and neighboring states. She has worked for top-ten advisory and consulting firms as a financial advisor and business development professional and has also operated her own firm.

Kathy is actively involved in several professional organizations, including the Illinois Municipal League, the Illinois Government Finance Officers Association (IGFOA), and the Illinois City/County Managers Association (ILCMA). At the IGFOA, she serves as the Academy Team Leader for the Professional Education Committee and regularly moderates and speaks at various seminars and conferences. At the ILCMA, she serves on the winter conference committee. She is also a member of Women in Public Finance's Chicago and Mountain Region Chapters.

Kathy holds a B.A. in General Studies from the University of Michigan.
