Darryl Davidson helps local governmental entities finance projects including buildings, roads, schools, parks, water and sewer systems, and other public improvements, including economic development projects on behalf of private developers.
He serves as bond counsel for all levels of state government. He represents all parties with respect to tax increment finance matters, including the installation of infrastructure, issuance of bonds, creation of redevelopment project areas, the negotiation of redevelopment agreements and the resolution of disputes or litigation between affected parties.
Darryl represents underwriters, credit enhancers and conduit borrowers in governmental and private activity bond financings and workouts, referenda and election matters, and legislative drafting. He also represents municipalities, taxing districts, and developers as to all aspects of business districts and special service areas in Illinois, the issuance of obligations, installation of infrastructure improvements, structuring development projects, and generally providing legal advice concerning economic development matters.
Representative Matters
Darryl assisted the Village of Oak Park, Illinois, with respect to the extension of the life of its Downtown TIF Area and the execution of intergovernmental and settlement agreements with local taxing districts, which was an extremely complicated and controversial process involving various local constituencies, but which led to a successful outcome for all parties.
